CHELSEA — A 36-year-old Vermont man who faced numerous criminal charges for leading police on a high-speed vehicle chase through Randolph when police attempted to stop him in a seat belt-enforcement campaign has been found incompetent to stand trial.

Prosecutors dismissed charges against Shaun Culver, formerly of Royalton, upon satisfaction that Culver “is engaged in treatment programs to address his mental health issues and to prevent the issues underlying these charges from occurring in the future,” according to a court order issued in Orange County Superior Court on Oct. 16.

Culver’s vehicle was recorded hitting a speed of 86 miles per hour in a 35 mph speed zone as he eluded pursuing police cruisers with sirens blaring from both Randolph and Royalton police departments. He then drove into a farm field on East Bethel Road and around the back of a barn and back onto the road before police gave up the chase for safety reasons.

Culver had been charged with eluding a law enforcement officer, reckless operation of a motor vehicle, reckless endangerment, unlawful restraint and unlawful mischief.
