The ceremony, set for noon on Sunday, marks the end of five years of efforts to rehabilitate the property, which was ravaged by Tropical Storm Irene in 2011; the process was complicated by the involvement of various state and federal entities, and competing visions within Hartford as to what should be done to the site.
The project was done within a $415,000 maximum budget established earlier this year by the Hartford Selectboard; about $100,000 came from grants, with the remainder coming from appropriations made by the Selectboard out of the municipal budget over three consecutive years.
Parks and Recreation Director Scott Hausler said the town will monitor how the concrete surface reacts to a combination of air temperatures and the water spray from the adjacent waterfall.
“The steps down to the lower section would close based on weather predictions and conditions,” Hausler said, “and open up once the snow and ice has cleared.”
The lower section of the three-tiered park will not be open this weekend due to an ongoing railing installation.
