The Zoning Board of Adjustment in Enfield has granted entrepreneurs Anne Chapin and Marshall Banks a special exception to open a dog park on the ground floor of their prospective bar Bark & Bevy on Route 4, with several conditions including that dogs may not be left outside the establishment at any time.
