Haverhill — With the town in a pinch, a former longtime town manager in Haverhill may soon step back into the role.

The Haverhill Selectboard is negotiating with former Town Manager Glenn English to again take the helm — in an interim capacity — when current Town Manager Jo Lacaillade ​​​​​steps down next week.

Selectboard Chairman Wayne Fortier said the board has extended English the offer, and English has indicated he will accept.

English, who held the position for about 20 years and retired in 2016, would serve as town manager on a part-time basis until the Selectboard can complete a search for a new full-time manager.

The board hopes to have a new manager in place by Town Meeting in March, Fortier said.

The town has contracted with an outside agency for help with the search.

The need for an interim manager became apparent last month when Lacaillade, whose current salary is $80,351, submitted a retirement letter to the board.

Lacaillade cited a “stressful” past few months with the Selectboard, saying in the letter that a “lack of support given to the employees and constant challenge to our ethics and work product have made me take time to reflect on my position as town manager for Haverhill.”

Her husband’s health also played into her decision, she said.

Fortier acknowledged that some board members and Lacaillade had “somewhat of a disconnect.”

Fortier thanked Lacaillade for her work. Before taking the position of manager, Lacaillade was the town’s finance manager.

Lacaillade’s last day in the office is Nov. 21, and her retirement is effective Dec. 5.

She has taken a position at a school in southern Vermont, she said.
