Articles of note: One article would impose a limit on annual city budget increases so that the amount to be raised by taxes is not more than that of the previous year plus adjustments for the three-year average consumer price index and any population change. Another question asks whether the city will prohibit the operation of keno games and a third asks if the city should allow the operation of social districts. An article on the school ballot asks whether to allow the School Board to enter into a long-term lease agreement with the Boys and Girls Clubs of Central and Northern New Hampshire for land near the SAU 88 building on Seminary Hill.

Contested races: There are five candidates running for two at-large seats on the City Council; incumbent Tim McNamara is facing challengers Cory Grant, Kellen Appleton, Paul Roberts and Ronald Smith. Incumbent George Sykes and challenger Eric Cole are competing to represent Ward 2. Max Terzano is mounting a write-in campaign against candidate Lori Key for Ward 3. There are no contested School Board races.

Budgets and spending articles: The proposed school district budget is $59.13 million. Last year, voters approved a $55.5 million school district budget.

When, where and how to vote: All voting will be by ballot on Tuesday, March 10 from 7 a.m. to 7 p.m. Ward I votes in the SAU building, 20 Seminary Hill, West Lebanon; Ward II votes at the United Methodist Church, 18 School Street; and Ward III votes in City Council chambers, 51 North Park St., Floor 1.
