Report of indecent acts by man on rail trail, Enfield Police say

ENFIELD — The Enfield Police Department is conducting an investigation after receiving reports that a man exposed himself on the rail trail in two instances over the past 10 days.

Two women have reported seeing the man, who is described as being blonde and in his 20s, masturbating on the side of the rail trail between Main Street and Route 4A, north of Lakeside Park, Enfield Police Chief Roy Holland said.

There is no need for people to fear for their safety, Holland said.

The situation remains under investigation, and police are asking anyone with information to call 603-632-7501.

South Royalton issues boil water order

SOUTH ROYALTON — Residents who get water through the South Royalton Water Department are under a boil water order after a line break.

The water department late Sunday afternoon issued the order for all water used for drinking, making ice, brushing teeth, washing dishes, food preparation and washing dishes.

It said water should be brought to a boil for a minimum of one full minute before use.

“The boil order is still in effect and will remain in effect until the district receives (a) clean result from water sampling. We’re optimistic that we will be able to lift the boil order (Tuesday) afternoon,” Victoria Paquin, the administrative assistant for Royalton Fire District #1, said via email on Monday.

WCAX-TV reported that the system became depressurized after a break in the main line serving a business. The water district serves about 200 meters, including Vermont Law School.

The main is believed to have been repaired and was in operation late Sunday.

Authorities: Man pulls out gun at police department

MANCHESTER, N.H. (AP) — New Hampshire authorities say a man walked into a police department to report a stolen gun, then pulled out a gun and didn’t surrender before officers used a stun gun on him.

Police said 30-year-old Khalid Dibi talked to the Manchester Police Department clerk at about 10:15 a.m. Monday. He pulled a gun out of a bag and pointed it outward, in no particular direction. Officers told him to surrender, but Dibi didn’t comply. They used a stun gun and took him into custody.

Police said there were a couple of people in the lobby who left quickly. No one was hurt.

Dibi was charged with criminal threatening, reckless conduct, receiving stolen property and preventative detention. It wasn’t immediately known if he had a lawyer or a court appearance.

New Hampshire getting $5M public health grant

CONCORD — New Hampshire is getting a $5 million federal grant to analyze efforts to reduce children’s blood-lead levels and identify human health impacts from flooding, among other projects.

The U.S. Centers for Disease Control and Prevention grant will allow the state’s Public Health Laboratories to enhance its biomonitoring program. Biomonitoring is the direct measurement of environmental chemicals in people’s blood and urine, indicating the amount of chemical that actually enters the body from all environmental sources.

The laboratories will work with families of children with elevated blood-lead levels and determine what private wells and people are most at risk during flooding events.

The laboratories also will test an EPA superfund site in Berlin to determine how vulnerable residents are and track and study exposure statewide to tobacco smoke and other substances.
