Windsor — Windsor Town Clerk Sandra Micka has submitted a letter of resignation to the Selectboard, effective the day after the Aug. 14 Vermont primary.

Selectboard Chairman Rich Thomas confirmed that he received Micka’s resignation letter but he declined to reveal the contents.

Micka said on Friday night her decision was based on the belief she is being discriminated against when it comes to pay based on her gender, which is a complaint she made several months ago at a public meeting.

In January Micka was represented by an attorney who alleged both the gender bias and a personality dispute with Town Manager Tom Marsh. Micka said nothing changed after that and she then asked the Attorney General to conduct an investigation into her pay discrimination charges. Both sides first agreed to mediation which took place about three weeks ago, Micka said.

“They mediated nothing,” said Micka, who has been a town employee for 23 years and town clerk for 18 of those. “I was hoping they would mediate an increase.”

At the January meeting, it was noted her pay and hours were cut in 2010 before Marsh arrived and now earns $46,000 a year, only $2,400 more than before her pay was cut.

Micka said resigning was not an easy decision.

“I feel very badly about letting the townspeople down because they have been very supportive of me,” Micka said.
