Hanover Police Lt. Scott Rathburn said he couldn’t say just yet whether the cyclist, 27-year-old Santiago Olaya Carrillo, would face charges in the incident that occurred around 4:10 p.m. on Oct. 22 along Route 10.
“There hasn’t been a firm decision yet,” Rathburn said.
Some of the factors Rathburn said he has been analyzing is where Lucile “Lucy” Bailey was walking when she was struck, and where Olaya had been biking.
The Hanover Police Department’s public information log of the incident provides some insight into what took place that afternoon.
Olaya, a Hanover resident, told police he was riding his bike “southbound on the sidewalk” between the north roundabout and the Cold Regions Research and Engineering Laboratory just before the collision took place, the log states.
Olaya said “he (steered) to the right, off the sidewalk to go around a pedestrian, lost control and struck the pedestrian,” according to the log.
Bailey died at Dartmouth-Hitchcock Medical Center the following day. Police say she was found on the sidewalk in between the laboratory and the Kendal at Hanover retirement community where she lived.
The Dartmouth College directory indicates a Santiago Olaya Carrillo is a student at the Tuck School of Business, class of 2019.
Two email messages left for Olaya weren’t returned. It wasn’t known if he had a lawyer.
The incident took place north of a multi-use path along Route 10.
Bicycles, by town ordinance, are not allowed on sidewalks.
