White River Junction — A 33-year-old White River Junction man who was convicted of lewd and lascivious conduct in 2010 is facing a new sex-crime charge. Matthew Branch was arraigned in Windsor Superior Court on Monday and pleaded not guilty to lewd and lascivious conduct with a child and furnishing alcohol to a minor. Judge Theresa DiMauro ordered him held without bail.

Branch is accused of giving a girl who was known to him permission to drink his alcohol in December. After she became intoxicated, he allegedly touched her inappropriately, according to a police affidavit.

Court documents indicate this isn’t the first time Branch has been accused of touching a young girl. In June 2009, Branch faced a count of sexual assault of a victim under the age of 16, but ultimately pleaded guilty in August 2010 to an amended felony charge of lewd and lascivious conduct.

Branch’s name isn’t listed on the online Vermont sex offender registry. Vermont Crime Information Center Director Jeff Wallin said generally speaking, someone convicted of a single lewd and lascivious charge isn’t required to register online. There is a non-public registry that Branch may or may not be on, he said, but that information is confidential.
