Democrat Sue Minter is conceding the Vermont governor’s race to her Republican opponent, Lt. Gov. Phil Scott.

Minter congratulated Scott for his victory on Tuesday.

The 58-year-old Scott ran on a platform of holding the line on tax increases and making Vermont a more affordable place to live.

The popular construction company executive and part-time racecar driver had served three two-year terms as Vermont’s part-time lieutenant governor and was previously in the state Senate.

Democratic Gov. Peter Shumlin had decided not to seek a fourth two-year term.

The outcome follows a pattern in the state dating to the 1960s: When Vermont changes governors, it also changes the party in control of the governor’s office.
