Luttrell had until Thursday to let city officials know whether he would like a hearing, public or nonpublic, before the council’s decision became final.
On Friday morning, however, city attorney Mark Broth, of Drummond Woodsum in Manchester, said he had not heard from Luttrell nor any legal representative for Luttrell.
Assistant Mayor Sue Prentiss, in a phone interview on Friday, also said she had not heard of a request for a hearing from Luttrell.
Attempts to reach Luttrell via email and his cellphone on Friday were not successful.
Without a request for a hearing, the Lebanon City Council’s decision earlier this month to fire Luttrell after just six months on the job will go into effect.
Luttrell came to the city in September from southeastern Massachusetts. He had previously been employed as town administrator for Somerset, Mass. His term of employment in Somerset, which is near Fall River, ended in January 2015 when the town’s Selectboard opted not to renew his contract.
Luttrell will not be formally removed from his Lebanon post until 90 days from the council’s passage earlier this month of a resolution ending Luttrell’s employment with the city. City officials earlier this week didn’t detail the reason for their action, but said they voted in a nonpublic session on March 11 to suspend Luttrell, who is in his mid-60s, following a performance review.
During Luttrell’s suspension period, Deputy City Manager Paula Maville is acting as city manager.
According to his contract, Luttrell will be paid his regular salary — $2,404 a week — for 90 days and then receive six months pay as a lump sum severance payment. The city will also continue to offer Luttrell health care and dental coverage for six months following his termination.
