The Australian rider edged world champion Peter Sagan and Edvald Boasson Hagen to claim his first stage win at cycling’s biggest race.
The stage took the riders from Escaldes-Engordany in Andorra on a 197-kilometer trek to Revel in the south of France.
Matthews was part of a group of early breakaway riders during the 24-kilometer climb to the Port d’Envalira, the highest climb of the Tour at 2,408 meters.
Finishing 9 minutes, 39 seconds in the main peloton behind the breakaway, defending champion Chris Froome kept the yellow jersey. Froome has a 16-second lead over fellow Briton Adam Yates, with Irish rider Dan Martin in third place, 19 seconds behind.
A group of six riders including Matthews’ teammates, Daryl Impey and Luke Durbridge, fought for the stage victory in a frenzied finale. Sagan tried to make the most of a small climb nine kilometers before the line but failed to surprise his rivals with his acceleration. Impey countered the move, Durbridge then tried another attack to wear out Sagan, and the small group stayed compact until the final kilometer.
Carli Lloyd, who has scored in the gold-medal winning final for the United States in the last two Olympics, has been named to the national team roster for the Rio Games.
Lloyd, who also scored three goals in 16 minutes to lead the United States to victory over Japan in the final at last summer’s Women’s World Cup, joins fellow three-time Olympians midfielder Tobin Heath and goalkeeper Hope Solo on the roster announced Tuesday. Solo was also an alternate in 2004.
The United States has won the last three Olympic gold medals. The team opens the tournament in Brazil against New Zealand on Aug. 3 at Mineirao Stadium in Belo Horizonte.
Midfielders Megan Rapinoe, forward Alex Morgan and defenders Kelley O’Hara and Becky Sauerbrunn will make their second Olympic appearance.
Players who make their debut in Brazil include goalkeeper Alyssa Naeher, defenders Whitney Engen, Julie Johnston, Meghan Klingenberg and Ali Krieger, midfielders Morgan Brian, Lindsey Horan and Allie Long, and forwards Crystal Dunn, Christen Press and Mallory Pugh.

Pacquiao, who said before his last fight in April that he would retire, now plans to return to the ring in November against an opponent who has yet to be selected.
Promoter Bob Arum said Tuesday that Pacquiao got permission to take a break from his new duties as a senator in the Philippines to take another fight. It would be held Nov. 5, likely in Las Vegas.
Pacquiao looked impressive in his last fight in April, returning from a layoff to knock down Timothy Bradley on his way to a unanimous decision. After the fight he wavered on his previous plans to retire.
Arum said a possible opponent for Pacquiao would be Jesse Vargas, who holds a piece of the welterweight title, but lost to Bradley two fights ago.

The total deal will be around $5 million with a deferred signing bonus and deferred incentives for the NHL’s longest-tenured captain.
“We are thrilled to have Shane back for another year,” Coyotes general manager John Chayka said in a statement. “No one has done more for this franchise than Shane. He’s one of the best captains in the NHL and we are lucky to have him.”
The 39-year-old Doan is coming off one of his best seasons, leading Arizona with 28 goals and finishing with 19 assists in 72 games. He has spent his entire 20-year career with the franchise, starting when it was in Winnipeg in 1995, and is its all-time leader in goals (296), points (945) and games (1,466).
Doan had previously signed a four-year, $21.2 million contract that expired at the start of free agency this month and had been debating whether to continue playing.
