WINDSOR — Voters on Town Meeting Day easily passed all warning articles in all-day balloting including a $5.38 million budget (601-328) and elected Chris Goulet over Eric Saltonstall (737-151) for a three-year seat on the Selectboard.

Approved appropriations for 18 outside agencies and the library totaled $186,653. New agency appropriations were Rachel’s Kitchen ($5,000), Windsor Historical Society ($3,000) and Windsor Library Capital Fund ($10,000). Several other articles passed by margins of 3-to-1 or more.

Windsor Town Manager Tom Marsh said the budget, which is up 4.7 percent, and the agency appropriations will add about 6.5 cents per $100 of valuation to the municipal tax rate.

Amanda Smith ran unopposed for a two-year seat on the Windsor Selectboard.

The budget for the Mount Ascutney School District, comprised of West Windsor and Windsor, passed in the two towns on a 781-284 vote.
