WOODSTOCK — A veteran central-Vermont administrator has succeeded the late Phil Swanson as municipal manager in Woodstock.

Frank Heald, who served for 15 years as municipal manager of Ludlow, Vt., before retiring in May of 2018, began serving on an interim basis at Woodstock Town Hall last week. As in Ludlow, he will work with both Woodstock’s Selectboard and Village Board of Trustees.

Two months before he died, in July 2019 after a long battle with cancer, Swanson joined other area administrators at the renaming of Ludlow Auditorium in honor of Heald. Before taking the helm at Ludlow Town Hall, Heald had served as general manager of the Pico Peak ski area in Killington.
