Voters who attend the 10 a.m. meeting will consider allocations of less than $1,000 each to five social service organizations — COVER Home Repair, the Green Mountain Retired Senior Volunteer Program, Vermont Adult Learning, the Vermont Association for the Blind and Visually Impaired, and the Vermont Center for Independent Living.
They are also expected to approve tax collection dates of Aug. 12 and Feb. 3, and set rates of pay for officers. The recommended rates of pay include $50 per meeting for each member of the Selectboard, $100 to the meeting moderator, $50 per day for the Board of Civil Authority, $20 per hour for the listers, $14,000 per year for the treasurer, and $65,400 per year for the town clerk.
Last year, the rates of pay were the same with the exception of the treasurer, whose pay was approved at $16,000, and the town clerk, whose pay was approved at $63,500.
Future floor meetings in Hartford also promise to be sleepy affairs, now that a Town Charter change has removed the possibility that the face-to-face gatherings will be used to decide municipal budgets.
In 2015, after voters rejected the municipal and school district budgets in an Australian ballot vote, the budgets were amended and approved at the 2015 floor meeting.
But thanks to a charter change approved by Hartford voters earlier this month, failed budgets in future years will instead be amended by the Selectboard and presented to the voting public in a second Australian ballot vote, with the process being repeated if necessary.
The change, which was opposed by those who championed the democratic principles on display in the traditional floor meeting, leaves only a small number of items to be determined.
Those who favored the charter change, including Selectboard member Rebecca White, said that the face-to-face interaction of a floor meeting was less important than involving as many people as possible; last year, 1,607 voters participated in the ballot box vote on the municipal budget, but only 207 cast votes on the municipal budget during the floor meeting.
