Visiting nurse organization makes interim leader permanent

WHITE RIVER JUNCTION — The board of Visiting Nurse and Hospice for Vermont and New Hampshire has appointed a new chief executive officer.
Tammy L. Tarsa, who has served as interim CEO and president of VNH since March, will replace Johanna Beliveau, who served as CEO from 2018 to 2025.
Tarsa began at VNH as chief clinical officer in 2022. Since then, she led a financial sustainability plan and improved VNH’s hospice rating to four stars. The rating is based on a family caregiver experience survey, which the Center for Medicare & Medicaid Services, or CMS, uses to assess the experiences of patients and their informal primary caregivers.
Tarsa also increased payouts by 310% from the Home Health Value-Based Purchasing Model, a program designed by the CMS to reward quality and efficiency in home health care.
VNH is a nonprofit organization that provides home nursing, hospice and rehabilitation care to people in more than 140 towns across 4,000 square miles of Vermont and New Hampshire. The nonprofit became an affiliate of Dartmouth Health in 2016, and had a revenue of over $14 million in the fiscal year ending in June 2024, according to the organization’s 990 tax form.
“Tammy has deep leadership experience in the fields of home health, hospice and palliative care, including operational strategy and change management,” Dr. Joanne Conroy, CEO and president of Dartmouth Health, said in the release. “She has excelled as VNH’s interim CEO and I know she will continue to lead her teams with distinction.”
Tarsa, a registered nurse, graduated with a bachelor’s of science in nursing from Ball State University in 2005, according to her LinkedIn profile. She also holds a Master of Business Administration from Spring Arbor University, and she is currently a doctoral candidate in health administration at Central Michigan University.
The previous CEO, Beliveau, earned $317,798 for the calendar year ending in June 2023, according to VNH’s 990 tax form.
