Quechee, Vt. — Richard Philbin, 84, died peacefully on Tuesday, Nov. 29, 2016, at home in Quechee, surrounded by his family. A full obituary will follow in a later edition of the Valley News. Knight Funeral Home has been entrusted with arrangements.
