Kier was chosen in a 6-1 vote over David Pacetti, the only other person to apply. Council Scott Pope cast his vote for Pacetti. Councilor Bruce Temple was absent.
Kier, a member of the Zoning Board of Adjustment and Historic District Commission, will serve until the end of the year and will have to run for re-election for a new two-year term in the Nov. 7 election. All other council seats, including mayor and assistant mayor, also are on the ballot. Residents have until 5 p.m. on Sept. 29 to file as a candidate with the city Clerk’s Office.
